sans-serif;"&gt;Work begins&amp;nbsp;this week to apply insulation on the south wall of the Main Library.&amp;nbsp; As noted earlier, t&lt;/span&gt;&lt;span style="font-family: Arial, Helvetica, sans-serif;"&gt;he original 1962 design of the library did not incorporate insulation in any of the exterior walls.&amp;nbsp; Once the insulation is applied to this side of the library the original stone that was removed last month will be re-applied.&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-family: Arial, Helvetica, sans-serif;"&gt;The other walls will&amp;nbsp;be insulated from the inside as part of the renovation phase of the project.&amp;nbsp; The&amp;nbsp;inside of the south wall is adorned with the large Bechtel Mural.&amp;nbsp; In order to retain the original mural, the remove stonework from the exterior of the library’s south wall to facilitate the installation of insulation.&amp;nbsp; The original 1962 design of the library did not incorporate insulation in any of the exterior walls.&amp;nbsp; &lt;br /&gt;&lt;br /&gt;The other walls can be insulated from the inside as part of the renovation phase of the project; however, the inside of the south wall is adorned with the large Bechtel Mural.&amp;nbsp; In order to retain the original mural, the south wall insulation work must be done from the outside.&lt;br /&gt;&lt;br /&gt;The original south wall stonework is renovation and expansion project. Excavation of phase one of the underground parking garage is almost complete. Some 7,000 dump trucks of earth have been removed from the site. Preparations are now underway to begin pouring concrete around the garage’s outer walls.&lt;br /&gt;&lt;br /&gt;A tower crane has also been installed on our construction site. The 230 ft. tall crane will be used to move heavy materials and equipment into and out of the sub-surface construction site. Central Library fundraising campaign.&lt;br /&gt;&lt;br /&gt;In making the $50,000 contribution, the Foundation’s Board has respected the wishes of its founder and namesake, the late Lyle Hallman. Mr. Hallman’s desire to create opportunities for recreation and character building programmes, particularly for children and youth of low-income families, is addressed by the Foundation’s Children and Youth Capital Grant Programme through which KPL’s grant has been made.&lt;br /&gt;&lt;br /&gt;Kitchener Public Library will use the funds to establish a Discovery Zone within the renovated and expanded Children’s Department. The Ahrens Street access to parking lot #19 (Centre-in-the-Square) will also be closed during this work, however, the Otto Street parking entrance will remain open.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Effective Wednesday, January 26th&lt;/strong&gt;, &lt;strong&gt;&lt;span style="color:#cc0000;"&gt;Queen Street will be clos&lt;/span&gt;&lt;span style="color:#cc0000;"&gt;ed&lt;/span&gt;&lt;/strong&gt; from Weber Street to Margaret Street for approximately three days. Maystar has developed a reputation within the industry for completing major projects on time and on budget.&lt;br /&gt;&lt;br /&gt;Some of Maystars most recent projects include a $45 million state of the art high school &amp;amp; aquatic centre for the York Catholic School Board and City of Vaughan; a $34 million multi-purpose arena and recreation complex for the City of Oshawa; and a $110 million project which saw the renovation and upgrading of several long term care facilities across Southern Ontario. I’m delighted from what has developed since the vote ‘opposing’ the Centre Block idea. It could be done and has been.&lt;/em&gt;&lt;/p&gt;&lt;p&gt;&lt;em&gt;I am quite happy with the overall design and concept of the library. &lt;/em&gt;&lt;/p&gt;&lt;p&gt;&lt;em&gt;Yes it does it looks very welcoming&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;I think it is cool.&lt;/em&gt;&lt;/p&gt;&lt;p&gt;&lt;em&gt;&lt;br /&gt;&lt;/em&gt;&lt;br /&gt;&lt;strong&gt;Question:&lt;/strong&gt;Does the proposed library design complement the Civic District and help contribute to the creation of an active, vibrant streetscape?&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Responses:&lt;br /&gt;&lt;/strong&gt;&lt;em&gt;I live in a home I own a block away and I would love to see this design. The evening event also included a presentation about our shared underground parking complex, along with an update on a proposed future Urban Square as part of a long-term Civic District Vision.   The response to our library designs from the enthusiastic crowd in attendance was overwhelmingly positive.&lt;br /&gt;&lt;br /&gt;On Saturday, November 7th, Library Board Members and staff were also at the Kitchener Market throughout the day with project information and displays of our new schematic designs.  Hundreds of interested market-goers stopped at the library’s display to learn more about the project and provide feedback.  Once again, the public response was overwhelmingly positive.  Many commented on how much they liked the new designs and appreciated how the architects were able to create a stunning and fresh new look, while at the same time, retain much of the buildings original architectural character. A topographical survey for the site has been completed and drilling for the geotechnical report and environmental assessment is nearing completion. &lt;br /&gt;&lt;br /&gt;The geotechnical investigation will provide information on the physical properties of the soil around the site and the environmental assessment will include underground water testing.&lt;br /&gt;&lt;br /&gt;The geotechnical and environmental assessments are conducted as a standard component for any substantial construction project.&lt;br /&gt;&lt;br /&gt;City of Kitchener Parks staff will be conducting an assessment of the trees on the Library and Parking Garage site. The event was sponsored and presented by the library’s architect Levitt Goodman Architect in association with The Walter Fedy Partnership and Phillip H. Carter Architect.  The event drew a standing-room only crowd of over 200 people.  Attendees had an opportunity to look at displays about the library’s architectural team, the Civic District vision, the library renovation and expansion project, ask questions, and of course, enjoy a great show.  &lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;span style="font-family:arial;"&gt;A big thank you to everyone who came out to the event in support of KPL! Levitt Goodman projects include the Waterloo Regional Children’s Museum and the University of Waterloo School of Architecture.&lt;br /&gt;&lt;br /&gt;Phillip Carter has successfully overseen over 50 libraries including renovations to over twenty-five (25) Toronto Public Library Branches. So on a sunny day, I wandered over to the Kitchener Public Library.&lt;br /&gt;&lt;br /&gt;I signed up for a free library card. The woman who served me was friendly and helpful. If I had taken my computer with me, I could have used the free wireless network.&lt;br /&gt;&lt;br /&gt;[...]&lt;br /&gt;&lt;br /&gt;There was a vitality to the place that had me thinking that public libraries are still important. Groups of children were busy with activities. A steady flow of people used the computers.&lt;br /&gt;&lt;br /&gt;It appears I'm not the only one rediscovering this great institution during the recession. &lt;/span&gt;&lt;br /&gt;&lt;span style="font-family:arial;"&gt;&lt;br /&gt;[…]&lt;br /&gt;&lt;br /&gt;Sonia and her staff are eagerly awaiting the selection of an architect for the 25,000-square-foot addition to the central library on Queen Street North. The current building, 82,000 square feet, dates back to 1962 and will be renovated.&lt;br /&gt;&lt;br /&gt;Sonia says they're looking for a design to open up the space and transform the library from a storehouse of information to a community centre. "We're trying to establish a community living room," she says.&lt;br /&gt;&lt;br /&gt;The history of supporting literacy and lifelong learning has not changed, but the library wants to encourage more interactions. Final approval for the project is expected at the end of March 2009.&lt;br /&gt;&lt;br /&gt;This project is a joint initiative between the City of Kitchener, the Kitchener Public Library, the Region of Waterloo, and the Province of Ontario.  The shared parking structure will help meet the parking needs of all the partners involved and will build on the draft vision developed through public feedback for the Civic District.&lt;br /&gt;&lt;br /&gt;According to Mayor Carl Zehr, this joint parking facility is a “win, win, win”. In the so-called knowledge economy, it's vital to invest in the material, and the tools such as computers, to build that knowledge.&lt;br /&gt;&lt;br /&gt;The library is not just a readily available, free source of information; it is a conduit for culture, a key player in the battle against illiteracy, a way for job seekers to hone their skills, for parents to spark a love of reading in their young children, for new immigrants to connect to their adopted home.&lt;br /&gt;&lt;br /&gt;[...]&lt;br /&gt;&lt;br /&gt;The library is an essential service in a modern society, and its expansion -- long overdue in a structure built to serve a population of about 76,000 -- should not be saddled with a penny-pinching, nickel-and-dime approach.&lt;br /&gt;&lt;br /&gt;Money should not be stinted on design. It is not enough to simply take an aging building, tack on a workmanlike addition, and stuff it with as many books and computers as the budget will allow. As a lifeling resident of Kitchener-Waterloo, mostly in this core area of Kitchener, I can recall the old library at Queen and Weber. Libraries were much different then and a young boy certainly tiptoed with sealed lips through the shelves. There is little tiptoeing and few sealed lips nowadays, but that is change. There are future authors, researchers, scientists, business leaders, perhaps even politicians curled up in a chair at 85 Queen North right now as I speak, captured by a book. We must ensure there is proper room for that book, for that chair, for that person.&lt;br /&gt;&lt;/span&gt;&lt;br /&gt;&lt;/p&gt;&lt;br /&gt;&lt;div align="left"&gt;&lt;span style="color:#000000;"&gt;The councillors of that early 60s era saw the future and took the necessary steps to ensure Kitchener residents had the best possible resource center/library. My old main library, the Carnegie, was gladly discarded to embrace this new, spacious, wide aisled, brightly-lit library, my new library.&lt;br /&gt;&lt;/span&gt;&lt;br /&gt;&lt;/div&gt;&lt;br /&gt;&lt;div align="left"&gt;&lt;span style="color:#000000;"&gt;Like most citizens, I believe, I think the library is the closest thing I feel that I own in the city as a citizen. I can enter those doors and I can end up anywhere in the world. I can listen to the greatest minds of our civilization talking to me. I can dream of the future or wallow in the past...&lt;br /&gt;&lt;/span&gt;&lt;br /&gt;&lt;/div&gt;&lt;br /&gt;&lt;div align="left"&gt;&lt;span style="color:#000000;"&gt;Those coucillors of five decades ago had a vision and created a structure which took us form the 19th century into the 20th. I am confident that our current councillors can take a similar step to move our library into the 21th century. magazine.&lt;br /&gt;&lt;br /&gt;&lt;blockquote&gt;It’s a service that often flies under the radar – with few people realizing its many elements fulfill the educational, recreational and social needs of thousands of Kitchener residents on a daily basis.&lt;br /&gt;&lt;br /&gt;In fact, 3,400 people visit at least one of its different locations across the community each day – making it one of the city’s busiest resources. Yet, there’s a common perception in the community that its popularity is passé… that the ever-expanding world of technology has lessened its worth.&lt;br /&gt;&lt;br /&gt;That couldn’t be farther from the truth, says Sonia Lewis, chief executive officer of the Kitchener Public Library (KPL) system.&lt;br /&gt;&lt;br /&gt;“The KPL is still one of the most heavily used city services,” she said. “More than half of Kitchener’s residents are library card holders; and in 2007, more than two million items were checked out of our libraries across the city.”&lt;br /&gt;&lt;br /&gt;By items, Lewis means everything from books and reports to CDs and DVDs.&lt;br /&gt;&lt;br /&gt;“We offer a lot more than just books,” she said. “While books are still very important and in high demand, we also offer efficient electronic services to help people find the information they need; a skilled staff who are always willing to assist visitors who may not know how to use some of our services; and a variety of programs – something for every age level."&lt;br /&gt;&lt;br /&gt;[...]&lt;br /&gt;&lt;br /&gt;Given the library’s universal usefulness and appeal, many people are changing their perception of the facility.&lt;br /&gt;&lt;br /&gt;“There are still some people who still equate the library with books only, and they see it as a place their grandparents like to go,” Lewis said. “But that’s just not the case.&lt;br /&gt;&lt;br /&gt;“We offer something for everyone – no matter who you are or how old you are.”&lt;br /&gt;&lt;br /&gt;For example, the library recently hosted a Nintendo Wii tournament for youth.&lt;br /&gt;&lt;br /&gt;“Our research has told us that gaming does help with reading and literacy skills,” Lewis said. “It proved to be an extraordinary way to draw teenagers through our doors; and when they were here, they got to see what else we have to offer and interact with others their age.”&lt;br /&gt;&lt;br /&gt;Other efforts -- such as organizing community outreach work, which sees library volunteers deliver books to shut-ins and staff make presentations at local schools; promoting the work of local artists; providing contest opportunities for young writers; and offering interesting speaker series and film viewings -- continue to highlight the facility’s services to the community.&lt;br /&gt;&lt;br /&gt;“There’s no question that the library contributes to the quality of life in Kitchener; and more and more people are realizing what we bring to the table,” Lewis said.&lt;br /&gt;&lt;br /&gt;“You won’t find anyone ‘shushing’ you here – something many people still associate with libraries.&lt;br /&gt;&lt;br /&gt;“We are encouraging people to come here, have fun and enjoy themselves.  &lt;/span&gt;We also continuously explore ways of taking library services out into the community through special events, school visits and partnerships with other organizations.&lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;&lt;p class="MsoNormal"&gt;&lt;o:p&gt;&lt;/o:p&gt;The Main Library was built to serve a population of 73,000.&lt;span style=""&gt;  &lt;/span&gt;To keep up with city-wide and downtown growth, the Main Library needs to expand.&lt;span style=""&gt;  &lt;/span&gt;And yes, the city also needs branch libraries.&lt;span style=""&gt;  &lt;/span&gt;Long range planning takes that into account.&lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;&lt;p class="MsoNormal"&gt;&lt;o:p&gt;&lt;/o:p&gt;The Main Library has a dual role.&lt;span style=""&gt;  &lt;/span&gt;It supports the neighbourhood libraries by providing specialized collections, resources, services and staff.&lt;span style=""&gt;  &lt;/span&gt;It also serves as a branch library for the residents and businesses located in the downtown area.&lt;span style=""&gt;  &lt;/span&gt;Its services are in high demand.&lt;span style=""&gt;  &lt;/span&gt;There are over 1,000 visits per day to the Main Library.&lt;/p&gt;            &lt;p class="MsoNormal"&gt;There is no doubt that technology and Internet access are changing the way KPL does business.&lt;span style=""&gt;  &lt;/span&gt;The Internet has not rendered the traditional library obsolete.&lt;span style=""&gt;  &lt;/span&gt;In fact technology has extended KPL’s reach and made operations more efficient.&lt;span style=""&gt;  &lt;/span&gt;We are able to offer you 24/7 access to resources from your home, office or school.&lt;span style=""&gt;  &lt;/span&gt;Many residents depend on KPL for free access to computers, the Internet, downloadable books, electronic databases and software.&lt;span style=""&gt;  &lt;/span&gt;Our staff plays a key role in teaching information literacy skills and helping you find the information you need.&lt;span style=""&gt;&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal"&gt;&lt;span style=""&gt;&lt;/span&gt;&lt;o:p&gt;&lt;/o:p&gt;Technology creates new challenges for our buildings.&lt;span style=""&gt;  &lt;/span&gt;They need to be flexible in design to accommodate technological change.&lt;span style=""&gt;  &lt;/span&gt;They need to support traditional computer cabling, as well as wireless access.&lt;span style=""&gt;  &lt;/span&gt;Space is needed to provide more public computers and workspaces.&lt;span style=""&gt;  &lt;/span&gt;The Main Library is now 46 years old and was not designed with the latest technology in mind, nor is there space to add more public computers.&lt;span style=""&gt;  &lt;/span&gt;A renovation and expansion can help address these challenges.&lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;&lt;p class="MsoNormal"&gt;&lt;o:p&gt;&lt;/o:p&gt;A study completed last year showed that it is possible to add space to the back of the current Main Library.&lt;span style=""&gt;  &lt;/span&gt;By renovating the existing space we can make it more efficient, flexible and accessible.&lt;span style=""&gt;  &lt;/span&gt;We will be sharing the details of that study with you this spring.&lt;span style=""&gt;  &lt;/span&gt;We will show you how the current building can be transformed to meet the community’s needs.&lt;span style=""&gt;  &lt;/span&gt;We will share projected costs and answer questions you may have.&lt;span style=""&gt;  &lt;/span&gt;We will be looking for your support for this project, when we take our proposal to City Council in late Spring, 2008.&lt;/p&gt;&lt;p class="MsoNormal"&gt;Today’s Main Library is a valued and well used community resource.&lt;span style=""&gt;  &lt;/span&gt;However, it is crowded and showing its age.&lt;span style=""&gt;  &lt;/span&gt;Space limitations mean we cannot add to our collections, computers and services.&lt;span style=""&gt;  &lt;/span&gt;The KPL Board’s vision is to create a vibrant and welcoming community gathering place.&lt;span style=""&gt;  &lt;/span&gt;The current library was built in 1962 and no longer adequately meets the needs of Kitchener’s estimated 213,305 residents.&lt;/p&gt;    &lt;p class="MsoNormal"&gt;The Kitchener Public Library commissioned a series of studies and assessments of the Main Library and solicited public feedback regarding a new Central Library from 2000 – 2003.&lt;span style=""&gt;  &lt;/span&gt;&lt;/p&gt;    &lt;p class="MsoNormal"&gt;In September 2004, the Kitchener Public Library presented City Council with a business case documenting the need for a new Central Library.&lt;span style=""&gt;  &lt;/span&gt;An improved and expanded Central Library would allow KPL to address the need for:&lt;/p&gt;  &lt;ul style="margin-top: 0in;" type="disc"&gt;&lt;li class="MsoNormal" style=""&gt;Space for Services and      Programs – The format and display of collections and library resources continues      to change and space allocations must be flexible to accommodate new and      expanded services and programs.&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;&lt;li class="MsoNormal" style=""&gt;Services for Teens and      Children – Crowded and outdated areas for teens and children work against      the changing role of the public library as a desired destination.&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;&lt;li class="MsoNormal" style=""&gt;Accessibility – The      current Main Library meets the minimum requirements of the building code      but does not reach the standards indicated in the City of Kitchener’s      Accessibility Plan.&lt;span style=""&gt;  &lt;/span&gt;The new &lt;i style=""&gt;Accessibility for Ontarians with      Disability Act&lt;/i&gt; will introduce customer service regulations that will      challenge the library’s accessibility standards.&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;&lt;li class="MsoNormal" style=""&gt;Ambience – A library can      provide access to wonderful collections, programs, and services, but if      the atmosphere is not inviting and comfortable, people will not visit and      linger.&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;&lt;li class="MsoNormal" style=""&gt;Building and Technology      Infrastructure -&lt;span style=""&gt;  &lt;/span&gt;The Main Library      is now a 45 year old building with aging building and mechanical      systems.&lt;span style=""&gt;  &lt;/span&gt;The technology needs of a      modern library are challenged by an inflexible technology infrastructure.&lt;/li&gt;&lt;/ul&gt;    &lt;p class="MsoNormal"&gt;In 2005, the City of Kitchener committed up to $32.5 M towards the construction of a new Central Library.&lt;span style=""&gt;  &lt;/span&gt;KPL contracted with Levitt Goodman Architects and Phillip Carter Architect to finalize the Library Building Program, to prepare conceptual drawings for a new Central Library, and to provide a cost estimate for the project.&lt;span style=""&gt;  &lt;/span&gt;&lt;/p&gt;    &lt;p class="MsoNormal"&gt;In May 2006, the City of Kitchener held a Centre Block Citizen Forum to solicit public feedback on the development of the Centre Block.&lt;span style=""&gt;  &lt;/span&gt;There was support for an “improved and enhanced central library”.&lt;span style=""&gt;  &lt;/span&gt;Members of the Citizen’s Forum did agree that “the library needs support and an enhancement of services”:&lt;/p&gt;  &lt;ul style="margin-top: 0in;" type="disc"&gt;&lt;li class="MsoNormal" style=""&gt;A strong central library      is critical&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;&lt;li class="MsoNormal" style=""&gt;Library services need to      be expanded&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;&lt;li class="MsoNormal" style=""&gt;There needs to be a      redefinition of what a library is ... to include a broad offering of      services&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;&lt;li class="MsoNormal" style=""&gt;A strong central library      is the anchor to a strong branch system.&lt;/li&gt;&lt;/ul&gt;    &lt;p class="MsoNormal"&gt;The community expressed support for an expanded and improved Main Library on the current site.&lt;/p&gt;    &lt;p class="MsoNormal"&gt;In 2007, KPL initiated a study with Levitt Goodman Architect to access to what degree the existing Main Library building and site could meet KPL’s future space and functional requirements.&lt;span style=""&gt;
